If this is a democracy, why couldnt the people of USA overthrow the president Bush?

Our system does not provide for a mechanism to cause the removal of a president during their term of office, except for impeachment proceedings. Some countries are structured to permit "no confidence votes" which would trigger elections. Even though I am a Bush supporter I believe that he was so ineffective that we all might have been better off to have an election sooner.
