Is it fair that Warren Buffet pays less taxes then his secretary?

Warren Buffet Paid 17.7% on 46 million of his taxable income while his secretary paid 32.9% on her 50 thousand dollar salary. All thanks to the Bush tax cuts which McCain vows to make permanent. Is this fair? If so how?
